Mais Jean-Baptiste Houngu\u00e8, Fr\u00e9d\u00e9ric B\u00e9hanzin et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8 ont peu de chance de recouvrer une libert\u00e9 ne serait-ce que provisoire telle que demand\u00e9e par leurs avocats au dernier proc\u00e8s. On se rappelle, \u00e0 l&rsquo;issue du proc\u00e8s du 7 juin dernier, le minist\u00e8re public avait marqu\u00e9 un d\u00e9saccord sur une \u00e9ventuelle remise en libert\u00e9 provisoire des trois principaux accus\u00e9s. La position du minist\u00e8re public a \u00e9t\u00e9 nourrie d&rsquo;arguments contenus dans le dossier et les charges ainsi que les \u00e9l\u00e9ments accablants ressortis au cours des auditions entre accus\u00e9s et accusateurs. Pour qui conna\u00eet la tradition de la pratique judiciaire, au regard de ces \u00e9l\u00e9ments accablants, il est improbable que le juge qui va se prononcer ce lundi 21 juin 2021 aille dans le sens des avocats en accordant la libert\u00e9 provisoire \u00e0 Jean-Baptiste Houngu\u00e8, Fr\u00e9d\u00e9ric B\u00e9hanzin et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8. Ces trois inculp\u00e9s et leurs coaccus\u00e9s sont poursuivis dans une affaire de haute corruption et d&rsquo;abus de fonction dans le cadre de la passation de march\u00e9s publics au Port autonome de Cotonou. Au cours des proc\u00e8s pr\u00e9c\u00e9dents, deux op\u00e9rateurs \u00e9conomiques avaient affirm\u00e9 avoir donn\u00e9 plusieurs millions francs CFA aux sieurs Jean-Baptiste Houngu\u00e8 et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8. L&rsquo;un des plaignants, l&rsquo;homme d&rsquo;affaires Wilfried A., a r\u00e9it\u00e9r\u00e9 \u00e0 la barre ses accusations contre les sieurs Jean-Baptiste Houngu\u00e8 et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8. Le plaignant affirme leur avoir remis une somme de 10 millions francs CFA dans cette affaire de passation de march\u00e9 public sans avoir \u00e9t\u00e9 satisfait. Selon lui, il y avait un deal qui le lie \u00e0 Jean-Baptiste Houngu\u00e8 et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8. Mais de leur c\u00f4t\u00e9, les deux accus\u00e9s r\u00e9futent les accusations de l&rsquo;homme d&rsquo;affaires. Jean-Baptiste Houngu\u00e8, Fr\u00e9d\u00e9ric B\u00e9hanzin et Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8 ont donc plaid\u00e9 \u00a0\u00bbnon coupables\u00a0\u00bb. Jean-Baptiste Houngu\u00e8 est un ex-membre de l&rsquo;unit\u00e9 pr\u00e9sidentielle de suivi des projets pour la mise en \u0153uvre du Pag. Rodrigue Kaka\u00ef-Gl\u00e8l\u00e8, lui \u00e9tait conseiller technique aux march\u00e9s publics de la Personne responsable des march\u00e9s publics au Port autonome de Cotonou. Ces deux accus\u00e9s sont poursuivis pour corruption et abus de fonction. Quant \u00e0 Fr\u00e9d\u00e9ric B\u00e9hanzin, il est poursuivi pour complicit\u00e9 d&rsquo;abus de fonction. Dans cette affaire, au moins six personnes sont poursuivies sans mandat de d\u00e9p\u00f4t.
