Les premi\u00e8res \u00e9lections s\u00e9natoriales de l\u2019histoire du pays auront lieu le 2 f\u00e9vrier 2025, selon un d\u00e9cret officiel lu sur la t\u00e9l\u00e9vision nationale. Cet \u00e9v\u00e9nement marque l\u2019av\u00e8nement d\u2019un S\u00e9nat destin\u00e9 \u00e0 jouer un r\u00f4le cl\u00e9 dans la gouvernance de la V\u00e8me R\u00e9publique, conform\u00e9ment aux r\u00e9formes institutionnelles initi\u00e9es en 2019.<\/em><\/strong><\/p>\n\n\n\n<p>Adopt\u00e9e r\u00e9cemment, la nouvelle Constitution togolaise remanie profond\u00e9ment les m\u00e9canismes politiques du pays. D\u00e9sormais, l\u2019\u00e9lection du Pr\u00e9sident de la R\u00e9publique n\u2019est plus un exercice de suffrage universel direct. Le chef de l\u2019\u00c9tat sera choisi par un vote conjoint de l\u2019Assembl\u00e9e nationale et du S\u00e9nat r\u00e9unis en congr\u00e8s. Avec une Assembl\u00e9e nationale renouvel\u00e9e en avril 2024, l\u2019\u00e9lection des s\u00e9nateurs ach\u00e8vera la mise en place du Parlement bicam\u00e9ral. Les s\u00e9nateurs seront \u00e9lus au suffrage universel indirect, un processus impliquant les membres des conseils municipaux et pr\u00e9fectoraux comme grands \u00e9lecteurs. La campagne \u00e9lectorale s\u2019\u00e9tendra sur deux semaines, du 17 au 31 janvier 2025. Le scrutin, organis\u00e9 selon un syst\u00e8me uninominal majoritaire \u00e0 un tour, d\u00e9signera un s\u00e9nateur par pr\u00e9fecture.<\/p>\n\n\n\n<p><br>Composition et r\u00f4le strat\u00e9gique du S\u00e9nat<br>Le S\u00e9nat togolais sera constitu\u00e9 de 66 membres : deux tiers seront \u00e9lus par les grands \u00e9lecteurs, tandis qu\u2019un tiers sera nomm\u00e9 par le Pr\u00e9sident de la R\u00e9publique. Ces nominations pr\u00e9sidentielles permettront de distinguer des personnalit\u00e9s ayant rendu des services exceptionnels \u00e0 la nation, renfor\u00e7ant ainsi la l\u00e9gitimit\u00e9 et la diversit\u00e9 de la chambre haute.<br>Ce nouveau corps l\u00e9gislatif aura un r\u00f4le consultatif d\u00e9cisif. Il devra donner son avis pr\u00e9alable sur les lois constitutionnelles, les textes relatifs \u00e0 l\u2019organisation territoriale et le budget de l\u2019\u00c9tat. L\u2019installation officielle du S\u00e9nat, pr\u00e9vue dans un d\u00e9lai de cinq mois, parach\u00e8vera les institutions pr\u00e9vues par la V\u00e8me R\u00e9publique.<br>Malgr\u00e9 l\u2019importance de cette \u00e9lection, les observateurs anticipent une large domination du parti au pouvoir, l\u2019Union pour la R\u00e9publique (UNIR), qui contr\u00f4le la majorit\u00e9 des conseils municipaux et pr\u00e9fectoraux.
