Ce texte, qui met \u00e0 jour la l\u00e9gislation en vigueur depuis 1997, marque un tournant d\u00e9cisif dans la r\u00e9gulation du secteur priv\u00e9 de la sant\u00e9.<\/em><\/strong><\/p>\n\n\n\n<p>Adopt\u00e9e en pl\u00e9ni\u00e8re, la loi vise \u00e0 combler les lacunes constat\u00e9es dans l\u2019exercice en client\u00e8le priv\u00e9e des professions de sant\u00e9 humaine au B\u00e9nin. Elle fixe de nouvelles r\u00e8gles encadrant la cr\u00e9ation, l\u2019ouverture et l\u2019exploitation des \u00e9tablissements sanitaires priv\u00e9s. Avec pr\u00e8s de 100 articles r\u00e9partis en 11 chapitres, cette disposition l\u00e9gislative s\u2019inscrit dans la continuit\u00e9 des r\u00e9formes engag\u00e9es ces derni\u00e8res ann\u00e9es par le gouvernement.<\/p>\n\n\n\n<p>Selon le ministre de la Sant\u00e9, le Professeur Benjamin Hounkpatin, cette nouvelle loi introduit des innovations majeures. \u00ab Ce texte consacre la libert\u00e9 d\u2019\u00e9tablissement dans le respect de la carte sanitaire et renforce la responsabilit\u00e9 individuelle des praticiens ainsi que celle des \u00e9tablissements sanitaires, tant sur le plan civil que p\u00e9nal \u00bb, a-t-il d\u00e9clar\u00e9 devant les d\u00e9put\u00e9s. Ces dispositions visent \u00e0 instaurer un \u00e9quilibre entre la libert\u00e9 d\u2019exercice et l\u2019obligation de conformit\u00e9, garantissant ainsi des prestations de qualit\u00e9 aux patients.<\/p>\n\n\n\n<p>Parmi les avanc\u00e9es notables de la loi figure l\u2019encouragement des investissements priv\u00e9s, y compris ceux \u00e9manant de non-professionnels de la sant\u00e9. Les promoteurs pourront d\u00e9sormais cr\u00e9er des groupes d\u2019\u00e9tablissements, ouvrant la voie au d\u00e9veloppement de structures sanitaires modernes et de grande envergure. \u00ab Cette loi favorise la promotion de la libert\u00e9 d\u2019investissement et garantit la libert\u00e9 d\u2019\u00e9tablissement \u00bb, a soulign\u00e9 le ministre.<\/p>\n\n\n\n<p>Les d\u00e9bats en pl\u00e9ni\u00e8re, bien que longs, ont permis d\u2019enrichir le texte dans ses moindres d\u00e9tails. Les d\u00e9put\u00e9s se sont f\u00e9licit\u00e9s de l\u2019adoption de cette loi, qu\u2019ils consid\u00e8rent comme une avanc\u00e9e majeure pour le secteur de la sant\u00e9 au B\u00e9nin.
