Cette tr\u00eave, qui doit entrer en vigueur mardi, vise \u00e0 faciliter l\u2019acheminement de l\u2019aide aux centaines de milliers de d\u00e9plac\u00e9s. Cependant, le gouvernement congolais n\u2019a pas encore r\u00e9agi \u00e0 cette d\u00e9claration.<\/em><\/strong><\/p>\n\n\n\n<p>Malgr\u00e9 cette annonce, le M23 continue de contr\u00f4ler plusieurs secteurs strat\u00e9giques de Goma, exacerbant les tensions dans cette r\u00e9gion riche en ressources mini\u00e8res. La situation humanitaire et s\u00e9curitaire s\u2019est fortement d\u00e9grad\u00e9e. Selon St\u00e9phane Dujarric, porte-parole de l\u2019ONU, la ville est plong\u00e9e dans le chaos : les morgues d\u00e9bordent, les camps de d\u00e9plac\u00e9s se vident et l\u2019ins\u00e9curit\u00e9 s\u2019accro\u00eet.<\/p>\n\n\n\n<p>Les travailleurs humanitaires s\u2019inqui\u00e8tent particuli\u00e8rement des risques sanitaires, aggrav\u00e9s par la saison des pluies. Le manque d\u2019eau potable oblige de nombreux habitants \u00e0 puiser directement dans le lac Kivu, malgr\u00e9 les efforts de chloration men\u00e9s avec l\u2019aide des partenaires humanitaires. Par ailleurs, des corps sans vie jonchent encore certaines rues de la ville, tandis que les h\u00f4pitaux, d\u00e9bord\u00e9s, manquent de m\u00e9dicaments et de personnel.<\/p>\n\n\n\n<p>Les coupures d\u2019eau et d\u2019\u00e9lectricit\u00e9 compliquent davantage la vie des habitants, tandis que les \u00e9coles, les universit\u00e9s et les services publics restent ferm\u00e9s. L\u2019a\u00e9roport international de Goma demeure \u00e9galement hors service, limitant les possibilit\u00e9s d\u2019\u00e9vacuation et d\u2019acheminement de l\u2019aide.<\/p>\n\n\n\n<p>Face \u00e0 l\u2019urgence de la situation, le Kenya a annonc\u00e9 la tenue d\u2019un sommet extraordinaire sur le conflit en RDC, organis\u00e9 par la Communaut\u00e9 d\u2019Afrique de l\u2019Est (EAC) et la Communaut\u00e9 de d\u00e9veloppement de l\u2019Afrique australe (SADC).
