Cette initiative vise \u00e0 renforcer l\u2019\u00e9ducation financi\u00e8re et la protection des consommateurs des Syst\u00e8mes Financiers D\u00e9centralis\u00e9s (SFD) \u00e0 travers les Guichets Uniques de Protection Sociale (GUPS).<\/em><\/strong><\/p>\n\n\n\n<p>La c\u00e9r\u00e9monie de lancement, tenue ce jeudi \u00e0 Cotonou, a r\u00e9uni des acteurs majeurs du secteur financier, des repr\u00e9sentants d\u2019ONG, l\u2019Association des consommateurs des SFD ainsi que des partenaires techniques et financiers. Le Directeur national du projet, Brice Dansou, a ouvert l\u2019\u00e9v\u00e9nement en soulignant l\u2019importance de ce programme dans la strat\u00e9gie gouvernementale d\u2019\u00e9largissement de l\u2019acc\u00e8s aux services financiers.<\/p>\n\n\n\n<p>Joseph Senninger, Charg\u00e9 d\u2019Affaires en pied du Luxembourg et principal bailleur du programme, a r\u00e9affirm\u00e9 l\u2019engagement de son pays. Il a salu\u00e9 les avanc\u00e9es du B\u00e9nin en mati\u00e8re d\u2019inclusion financi\u00e8re et mis en avant la rigueur avec laquelle la phase pilote a \u00e9t\u00e9 mise en \u0153uvre, un \u00e9l\u00e9ment cl\u00e9 du soutien financier luxembourgeois.<\/p>\n\n\n\n<p>\u00ab Cette coop\u00e9ration vise \u00e0 r\u00e9duire la pauvret\u00e9 et \u00e0 favoriser l\u2019\u00e9panouissement des populations les plus vuln\u00e9rables \u00bb, a-t-il d\u00e9clar\u00e9. Dans son discours de lancement, V\u00e9ronique Tognifod\u00e9, Ministre des Affaires Sociales et de la Microfinance, a replac\u00e9 le programme dans le cadre de la Strat\u00e9gie Nationale d\u2019Inclusion Financi\u00e8re (SNIF), adopt\u00e9e en 2023. Celle-ci repose sur trois axes : le renforcement du cadre institutionnel, l\u2019am\u00e9lioration de l\u2019offre de services financiers et la promotion de l\u2019\u00e9ducation financi\u00e8re.<\/p>\n\n\n\n<p>Le Programme BEN\/005 constitue ainsi un levier strat\u00e9gique pour atteindre ces objectifs et permettre \u00e0 environ 450 000 b\u00e9n\u00e9ficiaires d\u2019acc\u00e9der \u00e0 des services financiers adapt\u00e9s.<\/p>\n\n\n\n<p>Les r\u00e9sultats de la phase pilote, qui a touch\u00e9 plusieurs milliers de consommateurs, ont d\u00e9j\u00e0 d\u00e9montr\u00e9 l\u2019efficacit\u00e9 du dispositif. Avec la transformation des Centres de Promotion Sociale (CPS) en GUPS, le gouvernement ambitionne de renforcer la protection des usagers, notamment les jeunes et les femmes, tout en consolidant le leadership du B\u00e9nin au sein de l\u2019UEMOA en mati\u00e8re d\u2019inclusion financi\u00e8re.<\/p>\n\n\n\n<p>D\u2019une dur\u00e9e de 37 mois et dot\u00e9 d\u2019un budget de 10 millions d\u2019euros, le programme est mis en \u0153uvre sous la supervision du Minist\u00e8re des Affaires Sociales et de la Microfinance. Il implique plusieurs structures nationales, dont la Direction G\u00e9n\u00e9rale de la Microfinance, le Fonds National de la Microfinance, le Fonds National de D\u00e9veloppement Agricole, l\u2019Agence Nationale des Syst\u00e8mes Financiers D\u00e9centralis\u00e9s et le Secr\u00e9tariat de la SNIF, avec l\u2019appui technique de la GIZ et d\u2019ADA.<\/p>\n\n\n\n<p>Depuis 2016, le B\u00e9nin multiplie les initiatives pour \u00e9tendre l\u2019acc\u00e8s aux services financiers aux populations exclues du syst\u00e8me bancaire classique.
