Le texte va autoriser des restitutions par d\u00e9cret, sans n\u00e9cessiter l\u2019aval syst\u00e9matique du Parlement.<\/em><\/strong><\/p>\n\n\n\n<p>Alors que les engagements pris par Emmanuel Macron en 2017 \u00e0 Ouagadougou et les recommandations du rapport Savoy-Sarr en 2018 peinent \u00e0 se concr\u00e9tiser, ce projet de loi entend r\u00e9pondre aux lenteurs observ\u00e9es. Il vise \u00e0 \u00e9tablir un cadre clair et permanent, permettant \u00e0 l\u2019\u00c9tat fran\u00e7ais de restituer des \u0153uvres spoli\u00e9es entre 1815 et 1972, lorsque leur acquisition est jug\u00e9e \u00ab illicite \u00bb, c\u2019est-\u00e0-dire par vol, pillage ou sous la contrainte.<\/p>\n\n\n\n<p>En retirant l\u2019obligation d\u2019un passage devant le Parlement pour chaque restitution, le gouvernement esp\u00e8re fluidifier les d\u00e9marches.<\/p>\n\n\n\n<p>Le projet pr\u00e9voit \u00e9galement la mise en place d\u2019une commission scientifique ind\u00e9pendante, compos\u00e9e d\u2019experts fran\u00e7ais et des pays demandeurs. Cette instance aura pour mission de v\u00e9rifier et documenter le caract\u00e8re illicite des acquisitions lorsque les preuves historiques font d\u00e9faut.
