Le texte a obtenu 90 voix pour et 19 contre, sans abstention. L\u2019atmosph\u00e8re est rest\u00e9e ma\u00eetris\u00e9e jusqu\u2019au bout, m\u00eame lorsque les interventions se sont multipli\u00e9es pour interroger le sens de cette r\u00e9vision constitutionnelle.<\/p>\n<p style=\"text-align: justify;\">Le premier changement majeur est la cr\u00e9ation du S\u00e9nat, nouvelle chambre parlementaire appel\u00e9e \u00e0 renforcer la continuit\u00e9 institutionnelle. Les d\u00e9bats ont surtout port\u00e9 sur son r\u00f4le, son utilit\u00e9 et son articulation avec l\u2019assembl\u00e9e nationale. Les d\u00e9fenseurs du texte ont soutenu que cette architecture bicam\u00e9rale devait permettre un contr\u00f4le plus rigoureux des lois.<\/p>\n<p style=\"text-align: justify;\">La nouvelle constitution modifie aussi la dur\u00e9e des mandats. Le pr\u00e9sident de la r\u00e9publique exercera d\u00e9sormais un mandat de 7 ans renouvelable une fois. Les d\u00e9put\u00e9s, les conseillers municipaux et communaux disposeront eux aussi d\u2019un mandat de 7 ans, renouvelable.<\/p>\n<p style=\"text-align: justify;\">Dans les rangs, les votes contre ont exprim\u00e9 leur opposition \u00e0 ce qu\u2019ils consid\u00e8rent comme un bouleversement du rythme d\u00e9mocratique.
