L\u2019opposition congolaise a vivement d\u00e9nonc\u00e9 l\u2019adoption d\u2019un projet de loi susceptible de permettre au pr\u00e9sident F\u00e9lix Tshisekedi de briguer un troisi\u00e8me mandat \u00e0 la t\u00eate du pays. En r\u00e9action, plusieurs mouvements appellent d\u00e9sormais \u00e0 sa d\u00e9mission. Ils annoncent une forte mobilisation nationale le 8 juillet prochain.<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">Le texte controvers\u00e9 a \u00e9t\u00e9 adopt\u00e9 lundi par le S\u00e9nat, apr\u00e8s avoir d\u00e9j\u00e0 re\u00e7u l\u2019approbation de l\u2019Assembl\u00e9e nationale. Cette r\u00e9forme autoriserait l\u2019organisation d\u2019un r\u00e9f\u00e9rendum constitutionnel dont l\u2019une des principales cons\u00e9quences serait de remettre \u00e0 z\u00e9ro le compteur des mandats pr\u00e9sidentiels d\u00e9j\u00e0 exerc\u00e9s par F\u00e9lix Tshisekedi. Il ne reste plus que la promulgation du texte par le chef de l\u2019\u00c9tat pour qu\u2019il entre officiellement en vigueur.<\/p>\n<p style=\"text-align: justify;\">Au pouvoir depuis janvier 2019, F\u00e9lix Tshisekedi, 62 ans, a d\u00e9j\u00e0 exprim\u00e9 sa volont\u00e9 de se pr\u00e9senter \u00e0 un nouveau scrutin pr\u00e9sidentiel si les \u00e9lecteurs approuvent la r\u00e9forme lors du r\u00e9f\u00e9rendum, dont la date n\u2019a pas encore \u00e9t\u00e9 fix\u00e9e. Cette initiative suscite cependant une vive controverse. La Constitution congolaise interdit en effet toute r\u00e9vision des dispositions relatives \u00e0 la limitation du nombre de mandats pr\u00e9sidentiels. Pour contourner cette contrainte, le projet de loi introduit une disposition permettant au pr\u00e9sident de modifier la Loi fondamentale en cas de \u00ab dysfonctionnement majeur \u00bb affectant le fonctionnement des institutions.<\/p>\n<p style=\"text-align: justify;\">Pour l\u2019opposition, cette r\u00e9forme repr\u00e9sente une menace pour l\u2019alternance d\u00e9mocratique et l\u2019\u00e9quilibre institutionnel du pays. La Coalition Article 64 a durci sa position en exigeant le d\u00e9part du chef de l\u2019\u00c9tat.
